ULM's Willer to present at national media convention in October
Joel Willer, the University of Louisiana at Monroe director of university broadcasting, will present at the 90th Annual National College Media Convention, Oct. 26-30, in Orlando, Fla.
Willer will be one of four instructors for a pre-convention half-day short course, "College Broadcasters: FCC 101."
The course is targeted toward adviser and student managers in charge of Federal Communications Commission-licensed broadcast stations and will provide information about operating within federal laws and regulations.
He will also speak at two breakout sessions during the conference.
"Webcasting Rates and Rules" will discuss webcasting and broadcasting copyright issues and explain the different rights involved and what is required to operate within the rules as well as copyright royalty costs.
"Ask the Broadcast Legal and Technical Experts" will give broadcasting students and advisers the opportunity to ask the big legal and technical questions and get the answers from the pros - underwriting, license renewal, contests, safe harbor, FCC policy and compliance questions, station upgrades, and more.
The National College Media Convention is the annual combined gathering of Associated Collegiate Press, College Media Advisers, and College Broadcasters, Inc., with typical attendance of more than 2,300 delegates.
Willer's responsibilities at ULM include general management of both KXUL-FM, ULM's student-operated radio station, and KEDM-FM, Northeast Louisiana's only public radio station.
He has served as the KXUL faculty supervisor since 1985 and joined the university's mass communications faculty in 1984. He joined KEDM in 2008.

For his work with student-operated KXUL, Willer has received two of the highest national awards available to student media advisers.
He is the recipient of the College Media Advisers' Distinguished Four-Year Broadcast Adviser Award and the Reid H. Montgomery Distinguished Service Award, along with several other national awards.
He chaired a committee that founded a national student broadcasting association, College Broadcasters, Inc.
He has worked extensively with the legal development of copyrights for webcasting, including testimony before the copyright royalty judges within the Library of Congress.
He is presently assisting the Student Press Law Center in preparing an amicus curiae brief in the "FCC, et al v. Fox Television Stations, Inc., et al" indecency enforcement case before the U.S. Supreme Court.
Willer was instrumental in establishing KEDM as a public radio service for the region. KEDM first went on the air in 1991.
KEDM and KXUL are both located on the ULM campus and broadcast 24 hours a day, 365 days a year.
KEDM broadcasts a line-up of in-depth news, classical music and jazz, along with special entertainment programs
KXUL broadcasts modern rock music and has been on the air since 1973.
